<h2>What the Commission announced</h2><p>On 15 July 2026, the European Commission said it had opened infringement procedures by sending letters of formal notice to all 27 EU Member States for failing to fully transpose the recast Energy Performance of Buildings Directive (EU) 2024/1275.</p><h2>What the rules cover</h2><p>The revised framework sets minimum energy-performance standards for non-residential buildings and trajectories for the progressive renovation of residential buildings. It also covers sustainable-mobility infrastructure, solar energy in buildings, one-stop shops for renovation advice, and public and private financing provisions.</p><h2>Why it matters to homeowners</h2><p>This is an enforcement step, not a single renovation rule or a product recommendation that applies in the same way everywhere. National transposition is what turns the European framework into local requirements, advice services and financing options, so homeowners planning work should check their country’s official guidance.</p><p>The Commission says the Member States concerned now have two months to respond, complete their transposition and notify it.
